Business tax credit programs gaining traction nationwide

As the end of the year quickly approaches, lawmakers are attempting to create more educational opportunities for low-income and working class children through business tax credit scholarship programs.

These programs allow businesses to make tax-deductable donations to scholarship granting organizations, who in turn provide scholarships for low-income and working class children to attend private schools. Efforts to create or expand these programs are currently taking place in states that include New Jersey, Pennsylvania and New Hampshire.

In the past eight months, there has been a good deal of debate about public charter schools in North Carolina. The debate has mostly focused on the arbitrary cap of 100 that was set in 1995, with charter advocates wanting to increase or eliminate the cap.

In this editorial, The Charlotte Observer falls just short of applauding the state's eleventh hour legislative scheme to get Race to the Top funds, while criticizing charter schools for failing to become "incubators for innovation that traditional public schools could emulate to boost performance." 

School Spotlight: Hope Elementary Charter, Raleigh

Hope Elementary Principal Richard Rubin “wanted to do something different” after leaving the New York public school system, and as he says, “this is different.”
 
With only 120 students, this small K-5 charter school in Raleigh has the freedom to implement innovative teaching for its students and operates like a family. . Rubin believes “teaching is becoming a science; and the more data a teacher has, the better teachers can reach students.”
